I've decided I'm going to clear out the remainder of the honeycomb in this cat and run it with an 02 spacer. If that doesn't work out in the long run, I'll probably end up getting the TT high flow.

I'm not sure what you'll need to pass Cali inspection. They like to run a tight ship on that coast. You may need to talk to someone out there that knows the specifics and isn't just guessing. It'd suck to buy something then find out later you need to buy something different. If you're lucky, the one vwb5t is selling will fit your car and qualify for Cali standards.

I got the 2.5" stainless steel system from the CAT on back. It fits the car perfectly. It is not as quiet as the stock system, but It's not loud either. You can hear the exhaust if you listen for it, but the car doesn't make enough noise to "stand out" in traffic like some performance exhaust systems do. The initial installation was done at Dubwerks (factory system failed during the winter and I wasn't up to laying in the slush), but later on when I dismantled the TT system to inspect for CAT chunks, it was easy enough to do curbside.
 
What if you gut the cat and patch in a cat downstream? Have flanges welded to the down cat and your exhaust so that it's easily removable if you wanted to, and you'd probably pass the visual as well as the sniffer test, if your state does the sniff test. You could have a straight pipe made as well that you could easily swap out if you wanted to run cat-less.
