Starting to hear a whining noise from the PS pump when I turn the wheels end to end. Gonna check the fluid first to see if it is at the proper level. What type of fluid should I buy just in case I need to top it off? Just regular PS fluid or does VW have some special grade that I need t use?

I recently flushed PS fluid and used Preston which I got from Wal Mart. The whining sound is from the PS pump. If you flush it with fresh fluid at proper level there is good chance that it goes away. At least mine did.

Can't go wrong with these.

I personally use this stuff here in AZ.

I used to use this back in WI

And I'm an idiot. I had the two reversed.

This stuff here has just a slightly wider operating range.

And in actuality the 202 is a newer spec than the 11S.
The 11S is for many European (and even some American) cars up to 2005 including Audi/VW - Spec TL 52 146.00
The 202 is for lesser European cars 2006 and newer including Audi/VW - Spec TL 52 146.01

Learned something new. So the 202 is compatible with my 98 and 03 Passats, who used 11s most of their life?

Get a turkey baster, golf tee, and chf11s. It'll take like 1.5 to do a full flush and fill, or atleast it did for me.

The 202 container says so. I recently changed the steering rack on my '05 A4, and just turkey-basted out the reservoir, then filled with 202. I did this a couple of times to get a reasonably complete fluid change. I read somewhere that 202 has improved anti-foaming properties.

Switching to 202 at the next flush.

The steering in my 2003 is really stiff. I had flushed it last year. Still no difference.
Do y’all recommend using the Lucas additive, which claims loosening it up and sealing any leak?

If your steering is stiff I would be looking at possible issues being mechanical or with the fluid or low fluid.

As far as using an additive, yeah it might work, but it's like putting a band-aid on a gaping gunshot wound. It doesn't fix the problem.

How old is the fluid in the steering system now?

One thing you might want to check out, the hose pictured below which goes from the power steering reservoir to the oil cooler pipe (metal looped pipe in front of the radiator) must have those two metal bands on it. Those bands hold a reducer in place to meter the flow of hydraulic fluid being drawn up into the pump. I know some people have removed those metering plugs and the wide open pipe/hose actually causes the steering to be quite a bit more difficult.

Check to see if you've got foam in the power steering reservoir at 2k to 3k RPM. Foam can also cause difficult steering.
Other issues might be the steering rack itself.

Unless there is some serious mechanical binding, the problem will be hydraulic. Either the pump isn't providing enough pressure, or the proportional valve in the steering rack isn't working correctly. I wouldn't count on any additive or special fluid reducing steering effort.
