its a block that is between your block and oil filter. it acts as the cylinder water jacket does inside the engine block. as oil flows through it to the filter coolant is sent through the outer portion (through the nipples you see in the picture) to cool the oil.

It's a heat exchanger between two fluids.

With the engine turning there is always oil and coolant being passed through it.

That is, coolant heats up more quickly than oil, so from a cold start it's an oil heater, getting the whole engine up to temp more quickly.

After you are at temp, the coolant carries away excessive heat from the oil.

It's a good thing to have.

Heating the oil quickly is important because you want any water driven off before it can form sludge. Zak is right about the unit being an oil heater during warm-up, which might be it's most important duty.

It's a liquid to liquid heat exchanger. The two liquids in this instance are coolant and engine oil. Heat, like most energies and also Rob Reiner, does not like to be near itself so it tries to expand out in all directions. Heat energy will migrate from an area with more thermal energy to an area with less thermal energy. Heat will migrate via conduction, convection and radiation. Likewise, Rob Reiner will migrate from an area of more Rob Reiner to an area of less Rob Reiner. Rob Reiner will migrate via pork chops, sausage pizzas and deep fried pork rinds.
