My 1997 (built in Sept of 1996) Passat Wagon GLX 5-speed won't start. I put in a new battery (needed to anyways) and had the starter rebuilt. Starter doesn't engage, so no turning over.

I have good power. Headlights light up. When I turn the switch, I can here clicking in the fuse block/relay area.

Any ideas on troubleshooting?

The following apply to a B5 but are probably the same.
Check fuses #6 and #14.
If there is a relay in position 12, bypass it by connecting a bridge across 30 and 87.

Has the rebuilt starter ever worked since being installed? If not, pull it and take it to an auto parts store to be bench tested. May be an issue with how the starter was rebuilt or the solenoid used(?)

Fuses are good. Jumped #12 relay, but no luck.

Jumped clutch sensor by clutch pedal with paper clip, no luck.

Put screwdriver against two larger solenoid poles. Starter turns, but bendix doesn't engage. (Scared to jump small clip wire, that I might short it.)

I haven't taken the starter back out for testing.

Still perplexed!
