They have been, but they could not keep up with the demand, they just built a new plant so they would not have to import anything. Cars manufactured there are only going to be sold in Asian markets.

When my GF was in Shanghai, she said many taxis were Passats. She said the majority of cars were VWs and alot of them were wierd, Chinese-only market VWs.
