It's the Electrolux Option...
The dealer must've sold the built-in vacuum system to you, when you bought the car. It automatically keeps the floor mats clean. More popular in Europe than in North America...

OK, I was being a smartass...
The vacuum hose's purpose is generally two-fold:
1. They aid in removing emissions from the engine cavity.
2. They are used to advance ignition timing under certain driving conditions, providing more power and responsiveness. If you take the hose off and plug the ends it hooked to, the car may become a bit sluggish. If you don't plug the holes, the ensueing vacuum leak will cause poor starting, rougher-than-normal idling and poor fuel economy.
