There was a TSB put out on this (I brought it to my dealer years ago and got them to install LATCH free during the warranty period). That TSB should list the parts and part numbers. Your dealer will have it.

Unfortunately the TSB PDF is no longer available but if you call VW's customer care 800# they should confirm that this is a free dealer install for you. If the dealer can't find it then they need to talk to corporate about this.
I did a bunch of reading on this last week, and it seems like the free installation policy ended a couple years back. However, depending on your model, you can usually buy the correct parts for $15-$50 (latch AND tether).

My '98 sedan will accommodate latch (lower anchors), but the rear parcel shelf does not have the upper tether.

Actually....not really. The LATCH anchors are NOT free install now. I went round and round with VW on this the other year. Too easy though to do yourself. I got my anchors from importrp.com....great service.

Be careful on part numbers.....here's my thread about the parts and their corresponding models they fit

x2

I bought a pair from them and installed them in my B5.5. Very easy - you just need a triple square driver.
