I think so, especially if you are riding on inexpensive (not KV3 or PSS9) coilovers. You will likely rattle your fillings out on anything less than pristine roads.

I have a set of 19s, whether that will work for you really depends on the condition of your roads. Are you seriously considering the wheels in the OP? Those are $3900 for a set.

I found a set locally for $800 with tires

You need to rack 3 posts in noob section before you can post to other sections. This is to prevent spambots from peppering the site. You should be able to post to B5 garage with a couple more "practice" posts.
Well you will hit a small bump in the road and it will feel like a pothole 6" deep. The ride will be rough but you have to weigh that with how it looks.
My passat is a daily and I run 19s. I have had zero problems and no bacon fenders either.
