Can I install the above lowering springs ( I Think they are produced for VW by Eibach) with Bilstein sport (Black), part # 19-045771 B4 ????

According to this website, they are for a 1.8T sedan. And yes, Eibach made VW Sport springs for the US. The Bilstein B4 are standard style shocks, not sport shocks.

I've been thinking about switching my wagon to the 1BE suspension. Are these the springs I need or is there a better source? I don't see any differences between the 5sp and tiptronic which I thought the dealer springs used...

No, 1BE is the VW heavy duty springs with minimal lowering. The OP posted Vw sport springs made by Eibach that were identical to what Eibach sold. I've had both on my sedan and the 1BE have much less drop but are much more expensive.
