Coworker has a 4cyl with a rusted downpipe.
Muffler shop told here the downpipe/cat must be replaced together.
Does this sound right?

It depends on the design. Many cars use a single peice downpipe/cat. It could be cut and welded, but that may be to diffiicult for the shop.

A friend used to have the 1 liter 3 cylinder model. I think it was called XFI or something? It was pretty peppy and ran for a long time.

Anyway, she went to a different shop and they welded it up for her. Meineke is who would not do it without replacing the cat.
