Front end is sagging...

I have a 2002 VW Passat 2.8V6 ATQ 4Motion Wagon. I have had the front end off of it several times, and it never was right from the time I got the car. It was held on with Gorilla Tape when I bought it. It's better now, but it needs a few things replaced because whoever removed it used a jack-handle or something similar.

I got the front clip mostly sorted out and it doesn't fall off when I hit a bump like it did when I got it, but I can't seem to figure out how to snug up the center of the front end. There is about a half inch gap on both sides of the grille center piece where the two uppermost parts that are the body color of the bumper cover with the hood fully closed and latched and I can't figure out how to get the structure beneath the bumper cover to come up high enough to close that gap.

If anybody has some pointers on how to get this stuff to fit right, that would be awesome.

Behind the front bumper cover there's a support section that holds the whole center section of the bumper cover.
They are notorious for having broken tabs and missing screws. Maybe it's time to go on hunt for a new one or used one in good shape.

Yeah, it's got some damaged areas, plus the lock carrier has some twisted off screws and twisted/ripped out rivet nuts and the bottom is broken up which I doubt helps. I went so far as taking the bumper shocks off to see if I could coax the whole lock carrier mess a little higher. I succeeded halfway. Now I have only one side with a gap...LOL...Worse than before unless one doesn't look too close. I'm just gonna quit looking at it...Ever...

This car was pretty messed up when I bought it, and I got it pretty cheap. But I saw one like it at a gas station that was just mint which makes me want to make mine look that nice. They're really pretty cars when they're clean and straight. And just yesterday I ran over a stick in the road that kicked up and hit my door that left a pretty hefty dent.
Oh geeeeeeeeeeeeeeeeeeeeeeeeeeeeez!!!.

The headlights are sagging toward the middle and need to be jacked up a bit too. Plus the gears for headlight adjustment are gone because corrosion set up on the metal shafts that go into the headlight housing. Maybe I'll just use a pliers or something, or grind a slot into the end of the shaft.

The car is still a mess and I've been working on it for at least two years...

I'll probably try to get that upper support part like you sent a picture of, and try to find some rivet nuts to put back into the lock carrier and drill holes and stitch it together with wire, or maybe get a new one if I can find it.

I use a 2x4 and a jack under the lock carrier before tightening the T-45 bolts to the frame horn to align the front.
