Hi all.

Not sure what this part is called, but the crack in the collar(?) is causing a decent sized rumble and exhaust leak. Can it be clamped or is replacement necessary to pass emissions?

That's a flex joint. They're not expensive and any competent muffler shop can replace it (cut out the old one and weld in the new one).
They often break since the motor and/or trans mounts are worn out resulting in excessive movement of the exhaust header so be sure to check that too.

Generally speaking:
If you DO have a CEL on the dash - your car WILL NOT pass emissions.
If you DON'T have a CEL on the dash - your car will in most cases pass emissions. You can still fail emissions without a CEL.

CEL = Check Engine Light

If the exhaust leak is not bad enough to throw a CEL you should be good to pass emissions, as long as no other stored codes that effect the outcome of the emissions test are present.

Yes it's a flex joint.
Common failure point on the Passat's.
Causes of failure, weak/broken engine and trans mounts, setting your coil-overs to low, road hazards (speed bumps, railroad tracks, off-roading, semi tire retreads, ladders).

Oh I forgot,
Once the flex joint breaks/cracks or gets ripped, the only solution is replacement.

Thank you all. Adding "check motor and trans mounts" to my checklist. From your experience, how difficult to replace yourselves?

Not very hard.
Just need to lift up engine and trans enough to slide old ones out and new ones in.
Best done on a lift.
Car ramps in conjunction with a floor jack will do the trick also.
