Cruise control not working

2012 Passat S 2.5L 5 speed manual. The cruise control will not come on when I flick the toggle switch on the indicator arm. The icon on the dash does not illuminate. I did a full VCDS scan and there were no faults. I’m thinking it’s either a fuse issue or the switch is broken.

Could someone tell me which fuse to look for? All three of my B5 Passats came with a fuse guide but no more. Any way to test the toggle on the indicator arm?
