Loose or missing fan pulley bracket bolts has resulted in broken fan blades on the driven fan. Can I install: new bolts, new fan clutch, new fan without removing all the front end stuff - normally associated with a timing belt job, i.e. putting the front in service position?

Im not sure if you can do those jobs without removing the bumper, but taking off the bumper on the b5.5 is really easy and will familiarize you with the front end of the car.

Removing the bumper on a B5 is not difficult either.
It would help if you gave some details of the car. I take it you have a 2000 B5 V6 ATQ.
I believe it is possible, but you would be working in a tight space.

The car is as profiled.

2000 B5 Kombi/Wagon/Estate GLS. V6 ATQ, 142,000 miles.

Bracket that is holding the fan pulley is loose...Broke the blades off the fan! Lucky for me no other damage when this occurred. I just have to screw up the courage (and the time) to get 'er done. New fan, fan clutch, pulley bracket bolts and serpentine belt.

There are 4 bolts holding the pulley bracket in place. 2 are under the pulley and I don't know if the pulley would survive being removed to replace them.

You don't need to "remove" the front of the car the easiest way is to follow the Haynes manual and take off the bumper cover and bumper support and put the radiator in the "service" position. It makes jobs like what your talking about so much easier than struggling. Beleive me total time off and on is probably under and hour for a first timer. Read the Haynes manual for how to put radiator support in "service" position.

I did the fan/fan clutch replacement several years ago without removing or shifting the front end. Tight but was not a problem.

Whereas NOW I just started a timing belt replacement procedure and when compared to instructions available on the web, its like my car was built on Mars ! Noticeable deviations found as I started setting up the "service position" work for my 2003 1.8T B5.5. Incomplete instructions, different hood latch, different turn signal lights, different bumper bolts (can't use to support of the front assembly), unmentioned fasteners, many objects in way, AC piping lines too short for shift, etc. Deviations are discouraging just to get it into service position. Had I known, I would have had someone else do this.
