So besides taking my old antifreeze to the county dump where they have a hazardous waste disposal program, is there any other way to get rid of used antifreeze? Do any companies accept used antifreeze like they do with waste oil?

Check with your city. Many sewage systems can handle glycol. If they can you'll be able to dump it down the drain.

Yes, policies regarding putting coolant down either the storm sewer (usually a no-no) or the sanitary sewer (increasingly becoming a no-no) vary by location. The biggest concern is not the glycol itself, but the inevitable heavy metal contamination.
