How difficult and long does it take to change the wiring harness on the right side headlight. Went to change the light and discovered many wires cracked and exposed.

The wiring is not just a harness for the right side. All of our cars have the wires exposed right at the termination point (plug connector) and an inch or so back from that is the plastic sheathing that protects the cluster of wires. The easiest thing to do is find what they call a pigtail end of the connector you want.
That connector will have about 6 to 10 inches of wire on it.
With the length of wire supplied on your 'replacement' connector, you can then cut out the old damaged wire and splice in your 'replacement' pigtail end.

The harness inside the headlight is replaceable with a new VW harness. It takes a little while as you have to remove the bumper to get the headlight out. I did both one afternoon for my son's 01.5 sedan. If your lenses are faded, it may be more time and cost effective to just buy a new headlight. Here is a great video on replacement:
