I got a used abs module with exact same numbers. I installed and coded and set steering angle. It says no codes but still have abs, traction and Brake light blinks. Could I have put in wrong coding? something else? coding 04277

If those lights are on, there must be fault codes.
Do a full scan with VCDS or other good VAG scanner, and post the codes.
01200 - ABS Valves Supply Voltage 35-00--

This is the fault in there, I assume its the ABS Module?
A faulty ABS module usually doesn't cause this code.
Check fuse #53 (30A) and fuse #7 (10A), also check the 2 pin connector on the ABS Module, and its wiring.

See this link.
I change the fuses in 7 and 16. I dont have a 53. on the abs pump there is a 3 wire sensor. should I have power on one of them? I dont see a 2 wire connector
There are 2 connectors on the ABS module, one has 31 pins, the other has 2 pins which connect the motor to the module electronics.
With the ignition on, 12V is fed through fuse #7 (10A) to T31/15 on the ABS Module. (Black/Blue wire)
At all times, 12V is fed through fuse #53 (30A) to connectors T31/17 and T31/18 on the ABS Module. (Red/Black wires)
(Note: I am not certain of the pin numbers and wire colours.)

I have a 5.7 abs module all plastic and flat. There is no wires coming off of the motor and no #53 fuse. this has ecs and traction control. where should I look?
You must be looking at the wrong module, where is the module that you are checking ?
The ABS Module has the wiring as described in my previous post, and it has 6 brake fluid lines connected to it.
To the OP,
Red circle is where the large 31pin connector is.
Yellow circle is where the 2-wire connector is.

Red circle is the 31pin connector
2 wire connector is on the bottom of the ABS unit (below 31 pin connector) towards the front of the car.

There also isnt a 2 wire plug or a 53 fuse
I'm not an expert on everything Passat but something doesn't make sense here.
There are (3) different modules for the 2004 Passat. It's all dependent on combinations of options on the car.

8E0 614 111 F - Model with ABS and EDS (Electronic Differential Lock)
8E0 614 111 E - Model with ABS and EDS (Electronic Differential Lock)
8E0 614 111 AQ - Model with ABS, EDS (Electronic Differential Lock) and ASR (Traction Control)

All of those ABS modules have a 2-wire connector that supply power to the unit.
As far as I know no B5 or B5.5 Passat came with ABS unit without a 2-wire connector.

The module you have looks like it's for an Audi.
2002 - 2006 A4 S4
2002 - 2004 A6
2003 - 2010 A8

While some parts are shared between the Audi and Passat platforms I don't think this one is.

Can you post a picture of what you are looking at/comparing to? Because, I'm pretty sure all B5.5 ABS modules look the same on the outside.

That is not a 2004 Passat Module.
