Ok so when I shut off the car to the position where I can remove the key a bunch of lights stay lit in the instrument cluster and a noise from the throttle body until I unhook the battery. I can even unplug the key switch and the lights stay on. if I hook the battery up, they all come back on, and I can start the car and it seems fine as long as the motor is running and it runs and drives fine. this car is kept inside almost always and has never had water inside. Any ideas would be greatly appreciated Thank You

Huh?
Are you asking the forum if it drives fine?
Please clarify.

Turn the headlight switch to the off position maybe.

It's just use of a question mark where there shouldn't be.

OP, remove and disconnect your headlight switch. If that turns them off, at the very least, it'd be an easier way to get them to go off. It may need a new switch or still be something else in that line.

Gotcha.
VAGguy makes a great suggestion for the dash lights but that throttle body humming noise. That's not right, at least when the key is off.
I'm not the goto guy for electrical issues but that sounds like maybe a relay that's stuck closed or a faulty ignition switch.
Hopefully others that are more savvy to electrical issues can chime in.

On a side note.
VW's design for removing the headlight switch is probably one of the best ever.
Push, twist, pull and out.
Not like American cars where you need six arms and contortionism being a requirement.

LOL I was thinking a stuck relay too but I have not looked into that yet

I can unplug the ignition switch and the same thing still happens. this is what happens 1 the car is normal when running. 2 when I shut it off (unplug ignition or turn it off with the key) the warning beep goes on and the ABS and BRAKE warning lights come (but dim) and the engine continues to run for a moment and stalls the warning lights stay lite dimly until I disconnect the battery cable.

This is what happens 1) the car is normal when running. 2) when I shut it off (unplug ignition or turn it off with the key) the warning beep goes on and the ABS and BRAKE warning lights come (but dim) and the engine continues to run for a moment and stalls the warning lights stay lite dimly until I disconnect the battery cable. 3) I reconnect the battery cable the lights will come back on until I start the car and then everything seem ok.

I'd try to narrow down the problem by removing fuses one at a time when the car is in the 'bad' state, ie after turning it off with the ABS and BRAKE lights on. Or maybe just disconnect the electrical connector to the ABS controller to see if that fixes it. The electronics on the ABS units are well known to have issues although I've never heard of this type of problem before.

It seems like you have a partial short in the wiring, check connectors starting with the ignition switch connector.
A burnt or corroded connector can form a conductive track between adjacent pins.

A bad brake light switch can cause the strange electrical issues. In my case, I would pull the key out of ignition and the engine would still run. Replacing the ignition switch didn't help. The new brake light switch fixed the issue. Not sure if you have the same problem, just something you might check on.

Thank You can the brake switch be unpluged to see if thats the problem ?

Yes. You may have to pull the lower knee panel under the steering column to get to the connector.
