Is the stock exhaust on a 99 1.8t, stick, strong enough to feel the full benefit of a 1.0 chip?

I've heard that their are problems with NUESPEED chips for VW?

In a word, yes. You would obviously benefit from a freer flowing exhaust but your biggest bang for the buck is the chip itself. If I remember correctly, the Nuespeed 1 bar chip will give you in the neighborhood of 40ish horsepower and a free flow exhaust will give anywhere from 2 - 8 horsepower. These are very broad generalizations but they should give you an idea of what to expect. Also, I do remember reading that the Nuespeed 1.1 bar chip required an upgraded exhaust in order to get full performance. Hope this helps.

No particular need for a new exhaust to feel the benefits of a chip. Some may say you can gain more with an exhaust, but it will be real obvious just changing the chip.

Don't know about your 2nd question.

You'll still feel the difference in power with or without an exhaust. i'm sure you'll be a lot getting an aftermarket exhaust.
