06 Passat - No power to AMP. NOT 3 wire fix

HI,

A few months ago I did this

but now my amp is dead again. This time power is .4 volts BEFORE the 3 way split mentioned in the link above. The carpet is wet around that cluster of wires but ti doesn't smell like radiator fluid. Otherwise the big red power wire looks to be in good condition all the way into the dash as far as I can see. Any suggestions? The head unit acts the same as before, lights up and appears to be working fine. Any help is greatly appreciated!
