What would cause a forge 007 to flutter instead of pssshhhing

Installed a cone air filter and everything is fine, but after I accelerate there is a fluttering sound. Like air coming out of somewhere from a flap. Is this normal? The turbo sounds great with the extra air, but this sound after backing off on the gas doesn't sound right.

soo what does Fluttering mean? i dont think i have a leak, as i have done a pressure test in the past. Could the DV be bad? Ive serviced before in the past & everything seemed to look pretty good. TIA
