windshield wipers wont go all the way down (wont park)

Hello guys, after the Christmas winter storm that hit the Easter seaboard by mistake I hit my wipers on while I had lots of snow on the windshield. Now they wont wont go all the way down. Weird thing is that when I turn them on they go all the way down as they star to wipe and do it the normal cycle. But when i turn them off they stayed about 15% off the bottom of the windshield.

Does anyone have any idea what can i do?

    I have a 2002 VW passat 1.8 T

Mine started doing this just before they seized up and broke the wiper linkage. I would hit the wipers, they would go about a 1/4 of the way up then stop. Next time I started the car they would return to the parked position. I think they seize up where the wiper arm mates to the shaft.

    Good luck.

Thank you for your reply. They work good, but they just dont park all the way down.
