I've had similar issues and here's how I've stopped it

    1) Buy a a better 91 or 93 gasoline. Don't cheap out here. Shell is the only gas that works for me. No discount tony's

    2) Throw a bottle of injector cleaner in

    3) Clean your throttle bottle.

    4) Check those codes somehow.

define won't start after fueling... do you mean it has a hard time starting? if so, you have a bad coolant temperature sensor.

This isn't likely the octane, injectors, or even the "throttle bottle". Sounds like a stuck-open purge valve.

+1 on the N80. Especially if the code is P0441. See the last line here:
    16825/P0441/001089 - Ross-Tech Wiki

(I have had an intermittent 0441 on mine so I am wallowing in P0441 land these days. FWIW, the resistance on mine is 24 Ohms.)

You can probably avoid a hard start by not filling up until you get this scanned and fixed.

In your case, you may be able to resurrect your evap purge valve by soaking it in some carb cleaner to remove whatever deposits prevent it from closing.

EDIT: you can remove the ABS module and go ahead and scan it for codes that way. Your breaks will still work, you just won't have ABS.
