I have a 1999 1.8t vw passat that i suspect has a blown head gasket/warped head. Is it possible to replace it with a 2001 1.8t vw passat head?

Yes. When I first bought my 99 AEB engine Passat, there was an ATW head on it. The previous owner suffered a timing belt failure and bent the valves. The shop that fixed it put on an ATW head.
The newer heads will have a port on the back for the SAIP system to inject air into the exhaust. The AEB has no SAIP so you'll need to get a blocking late for that port.
The newer heads have a smaller intake runner cross-section than the larger AEB ports. You can bolt up the AEB intake manifold but there will be a big "step" in the intake path where the manifold meets the head.
The engine will still start and run, but this isn't an optimal flow path for the intake. It'll produce turbulence in the flow when the air hits the step-down in port size.
034 Motorsport makes a 10mm thick phenolic spacer that can be ordered in a "transition" port size. This helps mate the two different size ports with a less abrupt transition.

You'll want to reuse your "static" cam chain tensioner if the newer head has an "adjustable" cam chain tensioner (VVT).
Reuse your AEB valve cover so the coils fit and bolt down the same.
Reuse your AEB intake manifold which has a space provided for your throttle cable to bolt up.
