you could buy a toque wrenchyou can also just turn til you can't turn any more.
Are your tires wearing unevenly? If so, get an alignment. If they're not, why bother rotating?
Harbor freight usually has torque wrenches for $20.
I guess our front tires do wear out a lot faster than the rears.![]()
I was able to get a Husky torque wrench from HomeDepot for $65. Its a heavy a$$ tool too. Goes from 15-225 lb/ft. 1/2" drive, and I can say that its easy to use, and the quality is great.

Torque for wheel lugs is around 80 ft-lbs, so figure what percentage of your weight is 80 lbs and multiply that percentage by 12 inches. That will tell you how far out on the lug wrench to stand to torque them down properly. For me it is about 8".
